Imagine a classroom where students are throwing objects, overturning chairs, and causing a ruckus, disrupting the entire learning environment. This is a real issue that Minnesota's elementary school principals are grappling with.
Senator Jim Abeler, a Republican, has been hearing about these problems firsthand. He paints a picture of injured teachers, at-risk students, and entire classes being evacuated due to disciplinary issues. In just one district, Anoka, there have been 142 evacuations this year, with a significant number occurring in kindergarten classrooms.
Abeler's proposed solution is a bill that would allow schools to send students with disciplinary problems home for a maximum of one partial day and one full day after an incident. This measure aims to provide a cooling-off period and give educators time to develop a plan. It also seeks to reverse a 2023 mandate that prohibits suspensions for Minnesota students in kindergarten through third grade.
Supporters of the bill argue that it would create an opportunity for counselors to meet with students in evacuated classrooms, addressing not only the lost learning time but also the increased anxiety and sense of insecurity these students may experience.
The reception to these proposed bills is uncertain, but Abeler hopes to gather feedback from school officials, parents, and the community during committee hearings. The bill, if passed, would take effect for the 2026-2027 school year and would maintain that expulsions and exclusions should only be used as a last resort, after other resources have been exhausted and when there is a serious and ongoing safety threat.
Michelle Krell, executive director of the Minnesota Elementary School Principals Association, expresses her hope that the bill passes, as it would provide a much-needed tool to create safe spaces for students when necessary, ensuring their well-being and maintaining a positive learning environment.
